Error 1913: Setup cannot update file C: WindowsWin.ini

You are getting this message when you are trying to install MS Office suite 2007 on your computers MS Windows XP, MS Windows Vista or MS Windows 7. The installation started but always failed and you receive a message with error code 1913 that says:


Error 1913: Setup cannot update file C:WINDOWSwin.ini. Verify that the file exists in your system and that you have sufficient permissions to update it.

  1. You are a local administrator and you are signed in as the Administrator
  2. You verified that the WIN.ini file exists in your root directory C:Windowswin.ini
  3. Tried to relaunch the installation of MS Office and the install failed again
You will get this message usually when you are trying to upgrade your old MS Office 2003 to MS Office 2007 or even when like me trying to install new MS Office 2007 installation on new and clean computer. This can be easy fixed. Usually the problem is connected with your antivirus solution that you are using on the computer. Mostly time I have encounter this problem if these 2 antivirus solutions were present and active during the installation on the system:
  1. Unplug your computer from the Internet (home users)
  2. Right click on your antivirus in system tray and DISABLE or UNLOAD for the time of installation
  3. Insert the CD with your MS Office 20xx into your CD-ROM and start the installation again
  4. Wait for installation of MS Office 20xx to complete
  5. Go back to your antivirus, right click and ENABLE your solution and make sure your antivirus is ACTIVE
  6. Plug the computer back to the Internet,  you should be back in business and all should work as expected
